Job Description:

Town of Billerica Chief Assessor Search Re-Opened Essential Functions The position is responsible for functions of a highly technical nature requiring considerable judgement, independent thinking and initiation; these functions include but are not limited to: v > Overseeing the classification of all real and personal property on an annual basis and for the administration and management of MA DOR Re-Certifications every 5 years with Billerica's next Re-Certification scheduled for Fiscal Year 2025 v > Determines the total value of all real and personal property within the Town on an annual basis v > Commit real estate, personal property and auto excise amounts to the Tax Collector in order to produce tax bills for the Town v > Responsible for the review and decision on all applications for exemption involving elderly, veterans, blind and hardship cases with the aid of professional clerical staff v > Collects and prepares all data and documentation for cases to be tried at the Appellate Tax Board and retain expert appraiser and attorney and render expert testimony in defense of contested assessments as needed v > Determine the amount of the Overlay Account needed for each fiscal year and past fiscal year retentions as well as determine the amount of Overlay Surplus v > Conducts statistical analysis of property values and their relation to recent sales data and other trends in the market with aid of professional appraisal staff v > Manages all data dealing with transactions on all real and personal property records, assessments, exemptions, abatements and motor vehicle excise taxes v > Supervises, trains and directs appraisal and administrative staff of six employees v > Supervises the work of professional contract employees for revaluations, large scope appraisals and legal defense at the Appellate Tax Board v > Develop and administer Assessor's Department budget on an annual basis v > Assists in the preparation of the Tax Recap Sheet and provides supporting documentation for submission to the Department of Revenue v > Assist the Council on Aging with applications and determinations of financial eligibility for the Senior and Veteran's Tax Work-Off Program v > Work on a Team, as needed, at the direction of the Town Manager on crucial Town issues, such Economic Development and Affordable Housing v > Perform other related duties as required Qualifications Education and Experience: > Bachelor's Degree in a related discipline to include: Business, Finance, Real Estate > Five years of real and personal property appraisal experience > Valid Motor Vehicle License > Massachusetts Accredited Assessors (MAA) certification > Management experience within an organization that employs both professional and support staff Knowledge: > Comprehensive knowledge of up to date appraisal principles and practices, including all applicable Mass. General Laws > Knowledge of all related regulations and requirements promulgated by the Massachusetts Department of Revenue regarding assessment and tax administration > Familiarity with Massachusetts laws relating to municipal finance > Working knowledge of appraisal system software (experience with Patriot software preferred)
